    The project established three JFM pilot sites in fiscal year 2009, three sites in fiscal year 2010, and one site in fiscal year 2011. There are three pilots in the Chui state, and four pilots in the Issyk-Kul state by regional perspective. We hope establishing new pilot in the future.

The mission of the project - Toward the development of Joint Forest Management

  • The joint forest management

Given mission to project is the foundation for development and disseminate a Joint Forest Management ("JFM") as new forest management techniques in Kyrgyzstan. The former Soviet Union, the state had centrally managed the forest in this country through a forest office (Leskhozes) which established in various places. However, the country's forestry sector got into a difficult situation to manage the forest properly to maintain a centralized management system can’t ensure budget, personnel after independence Kyrgyz Republic due to the collapse of the Soviet Union in 1991 and the subsequent long-term of the political, economic and social downturn and confusion.

As a result of policy makers as well as forest service of Kyrgyz government mainly assisted by the Swiss government how they can protect and develop valuable forest resources of this country like this backdrop of great changes in the environment surrounding the forest, the "Joint Forest Management" as the forest management in the region was built on cooperation with the residents in the region and was introduced as one of the main pillars of the forest policy. "Tri-angular approach" conduct forest management with support from Switzerland has been proposed as a method to represent the joint forest management as cooperation forest office, local authorities (town), and local residents. The project also considered an effective method Tri-angular approach as promoting joint forest management. JFM has developed a variety of activities the basis of this approach in the pilot, constructed in various places.

  • Project goal

The project is goal for the capacity building of relevant administrative organizations to be required development and dissemination of joint forest management. In order to achieve its goals for the results, each activity, and development of future goals after the completion of the project have been specified in the action plan as Project Design Matrix (PDM). This PDM is a grand design for define the basic framework of project execution.

  • Support of JICA - Three pillars of JICA technical cooperation project

Technical cooperation project is one of the variety cooperation project methods by conducted JICA, has three pillars of cooperation tools as dispatch experts, acceptance trainees, provision equipment along with counterpart (CP) of the recipient governments in a predetermined period. Two long-term Japanese experts as the chief advisor and the operational coordinator / participatory forest management have been dispatched to the project at present. In addition, short-term experts with superior technology and knowledge in specific areas will be dispatched according to needs. For the acceptance of trainees, training with the theme of forest management carried out three times, and 22 CPs jointed in training in Japan by the end of fiscal year 2011. As provision of equipment, the water supply system is one of the representative cooperation which constructed simple water path to JFM pilot site. In this way, the project is working for achievement of project objectives such as development and spread of joint forest management, contributes to the human resource development, and strengthens the organization while taking advantage of the effective cooperation of the three tools which given to technical cooperation projects.
