Basic principles and background of the introduction

Joint Forest Management?JFM?is the new forest management techniques or philosophy introduced by along the socio-economic system changes after the independence of the Kyrgyz Republic. At the former Soviet Union era, the state through each forest office (Lez-hoze) as an organization of the state-owned forest management had centrally managed the forest of the Kyrgyz Republic. However, the state became difficult to perform direct forest management because the budget had been provided during the Soviet era from Moscow is eliminated and also strictly regulate the behavior of residents become impossible after independence Kyrgyz Republic due to the collapse of the Soviet Union in 1991 and downturn in the confusion and subsequent of the political, economic and social. Like this great changes surrounding the forest, Kyrgyz government made the policy with the assistance mainly of the Swiss government, how the government can protect valuable forest resources of this country. And, "Joint Forest Management" as forest management in the region from which build on cooperation with the local residents as one of the concepts of the forest policy was introduced.   • History of deployment

KIRFOR (Kyrgyz-Swiss Forestry Support Program) under the support of the Swiss government conducted from 1995 to 2010 have been carried out the Joint Forest Management. Initially KIRFOR began lent walnut forest to local residents, and achieve its conservation management by building on cooperation between the forest office and local self-government in the walnut forest zone in the southern part of Kyrgyzstan. This approach is called the Collaborative Forest Management-"CFM". Local residents borrow the forest; assume the responsibilities of management with the appropriate use and the obligation of service provision for forest management work of forest office in return be given the right to harvest and production of forest products. Starting point of the CFM attempts walnut forest in the southern part, JFM has been advocated as one of the issues to be dealt with in national forest, more broad principles of forest management. KIRFOR, based on the experience of this in the south, began to expand the activities in the Issyk-Kul province established 3 pilots forest offices as our target activity of JFM since 2007. Activities of Issyk-Kul province by KIRFOR did not reach to develop into a concrete forest management activities because effort to mainly build cooperative relationships forest office and local self-government. However, it has provided valuable experience and lessons in order to expand the project activities in the region.

  • Definition of Joint Forest Management and JFM concept

Definition of Joint Forest Management in Forest Development Policy is very comprehensive but not appearance. For this reason, KIRFOR created a draft of "Joint Forest Management Concept" and aimed to consensus of stakeholders but not completed yet. KIRFOR proposed a tri-angular approach as the forest management based on cooperation forest office, local self-government, and local people. It can present regarded as the only the definition. However, the Tri-angular approach is one of method, not defined system as Joint Forest Management therefore failed to gain an understanding of the forest office staffs in the process of making consensus. Finally, KIRFOR stand in a half-finished "Joint Forest Management Concept", and reached the project period. The project thinks that Tri-angular approach is a very effective method in promoting JFM and to continue establishes this technique in the future. It is also important that "Joint Forest Management concept" put together the "Joint Forest Management" as institution to establish. The project has created the concept of JFM based on the experience of the pilot projects.

Points in considering the Joint Forest Management

  • Social background of Kyrgyz

The project was started to seek answers to fundamental questions of “What is Joint Forest Management?” So far, a few important points have been emerged to determine in considering the ideal form of joint forest management in the Kyrgyz Republic from the Activity experience has been accumulated. The first recognized point, Joint Forest Management in Kyrgyzstan is quite different from the common community forestry etc. in Southeast Asia. The community forestry is assumed the presence of people living depends on the forest and its productivity. Residents and communities as alternative to government have appeared and implement forest management as a principal. The forest management is held to respect to their conventional of the rights of forest use. However, traditional community spirit of people and know-how of conventional forest resource use in the history of Kyrgyz has been lost because of prolonged communist system. Local residents are the important essential factor of the Joint Forest Management in Kyrgyz. However the ideal of joint forest management in this country can’t depict only the perspective of the transfer of from the public to the private sector of rights to access to forest resources, considering such special social background. The former Soviet Union era, all production activities was controlled by the state and administrative of people's essential lives services was provided by the state in the framework of the planned economy. After the collapse of the Soviet Union and independence of Kyrgyz, stagnation of production activities and decline in administrative services were happened. A similar situation has been occurred in the forest management. Administrative services can’t be provide fuel wood to the lives of residents, and some people familiar with illegally cutting trees for sustain the emergency lively situation. If considering the Joint Forest Management in Kyrgyz, starting point of the idea is forest management system to complement the breach of such administrative ability. Major issue might be how will involving how the vitality of the private sector and other local residents in case of production activities and services administration is no longer be covered. Build a new mechanism in the cooperation of public and private sectors in forest management and both benefit will be more important than simple delegation of authority from the public to the private sector.

  • Forest productivity vary by region

Naturally, residents to participate obtain some benefit by their own forestry activities will be required for bearers of forest management in order to involve the residents of the region as promote Joint Forest Management. The benefit to obtain should be variety of due to vegetation in the target area, the amount of resources, and life forms of residents. If intend to conduct the Joint Forest Management, design activities to consider such points is required. Generally, relatively easy to participate the residents in Joint Forest Management if exists the high productive forest and dependence highly forest resources. Like that high productivity of walnut forest vegetation zone of southern Kyrgyz is applicable. Because in return for responsibility to properly manage the forest, such as the right to harvest the fruits of natural walnut or apple can be obtained, incentives for forest management of the residents is very high. However, the presence of forest vegetation with such a high productivity is rather rare in Kyrgyz. In particular of the project target area in the northern part, the leading forest vegetation is coniferous forest as pine and spruce trees, limited amount of forest resources, can’t be made high productivity forests such as the South. Because existing forest resources productivity can’t be relied, Incentives to stimulate such as af-forestation and tourism would be required. In this way, how effective joint forest management activities are considered based on the characteristics of the vegetation on the widely vary forest by region.

  • Forest activities based on the land lease system

In 1997, the Government of the Kyrgyz Republic established a land lease system for lending the National Forest to private individuals. Fruit orchard, pasture, and the suitable sites for tourism for local residents and private business owners have been leased. To prescribe procedures for the lease, tenant rights, and legal obligation have also been developed by each stages. Currently, lease of state-owned forest land has been conducted on the basis of law Cabinet Order No. 482 enacted in 2008. The tenant is possible to engage in various economic activates and production activities a maximum of 49 years have been loaned to using the land.

  • As various ways to introduce private sector

Forestry activities to be implemented basis on the cooperation forest office, local self-government (town hall), and local people. As already mentioned, that is only common understanding of Joint Forest Management at the present time. While the project also follows the concept of KIRFOR and promotes to cooperation between forest office and local self-government in the currently working JFM pilot site, create the mechanisms of forest activities for improvement the livelihoods of local residents and the local environment. However, the cooperation relationship and involvement of the three factors are varies with the status of each pilot site. From such experience, the framework of tri-angular approach would not also necessarily a prerequisite of Joint Forest Management. This is also a direct link to how defining Joint Forest Management as deferred problem for remains ambiguous, now. Not only privatization of the production sector and management sector, but also the forest sector is one of the keyword in transition from the planned economy to the market economy of Kyrgyz. The need for privatization in management activities and production activities of the forest from the 1990s, also the importance has been noted in the National Forest Development Policy. Basic idea of broadly interpreted the Joint Forest Management as a policy ideal is exactly privatization in the forest management. Based on such interpretation, it is possible to entry all forms of forest management by private entities and individuals regarded as Joint Forest Management. In this case, the Joint Forest Management should be understood as philosophy or system in order to facilitate the introduction of a more diverse private sector. The tri-angular approach will be considered as a method of implementation.
