The Project for the Support for Joint Forest Management in the Kyrgyz Republic



Outline of the project activity

Strengthening of the framework for extension the sustainable joint forest management by the Government of Kyrgyz Republic is the imposed goal on the project. The project set four big outcomes in order to achieve this project goal and implement on various activities toward the achievement of each outcome. The goal, outcomes, and individual activities of this project have been specified in the Project Design Matrix-"PDM" defined the basic framework of project execution. The project activities have been carried out along the project outline in this PDM. As the flow of execution structure and activities of the project shown, project activities can be divided into two stages of "Practice of JFM pilot" and "Extension of JFM".

Practice of JFM pilot

  • Significance of JFM pilot

The capacity strengthen of stakeholders and the establishment of diffusion system are as subjects for achieve the project goal. However, the first, In order to clear the Joint Forest Management which has not yet established its ideas and techniques, is required. As part of its efforts, the project position the practice of "JFM pilot" as a model project of joint forest management as the key activities of the first half of the project, working in both Chui and Issyk-Kul states of the northern Kyrgyz Republic. Along with the government officers such as forest officers and local government officers involved in Joint Forest Management through the activities in this JFM pilot, the project provide the opportunity to seek and practice of the joint forest management. And, the project aim to accumulation of experiences and lessons as the underlying of development and spreading the joint forest management for Kyrgyz Republic F government in future.

  • Flow of practice JFM pilot

The JFM pilot has been indicated the outcome to be achieved as five or more JFM pilot established in Chui and Issyk-Kul states during the five-year project implementation period in the PDM established the basic framework of the project activity. Comparing with the project outcomes, from ? to ? applies the practice of JFM pilot. To be more specific, upon the formation of JFM pilot and the execution of forestry activities, being promoted in accordance with the flow shown in the figure below while respecting the ideas of stakeholders and local CP.

  • JFM pilot criteria

JFM pilot have not to be a project relied on assistance from foreign countries as transient, it should be model project of the underlying in order to develop joint forest management by the Kyrgyz Republic government in the future. Based on the significance, the project set criteria as JFM pilot criteria for determining whether reasonable as a JFM pilot or not for establishes JFM pilot. The project prerequisite to meet these five criteria, establish the JFM pilot of variety contents with CP. ??Activities that serve as a model to contribute to the spread of JFM JFM pilot activity should resolve faced on common forest issues which target regional forests or the surrounding area, rather than the specific issue only targets the pilot site. JFM pilot must be widespread adoption Joint forest management techniques when applied to activities serve as a model. ? Good cooperation between beneficiaries Joint forest management smoothly implement for promote, close collaborate among forest office, local governments, and local residents. When selecting a pilot site, one of critical point is good relationship and reliability between these beneficiaries. ? Activities to facilitate for the participation of local residents JFM pilot needs to provide an appealing opportunity for forest activities in order to involve local residents in forest management. Productivity of forest and contribute to improved livelihood for local residents, participated residents must be benefit to future. ? Eco-friendly activities JFM pilot activities must prevent from environmental destruction and contribute to the improvement of the environment, but not resources exploitation ? Sustainable activity Activities of the JFM pilot should not be transient as always rely on the support from aid agencies. Even after the project has been completed whether Kyrgyz side can continue and develop in the self-help efforts as sustainable activities will be an important decision on the selection of the pilot JFM.

  • Contents of project support

Protagonist of carrying out the JFM pilot is composed of residents and forest users, forest office and town in the region. The project as a facilitator or coordinator provides assistance for forestry activities with their cooperation as follows. - Support establish the framework of the JFM activities (Support JFM contract settle) The project stands between the forest office, village office, and forest user, provides opportunities for a meeting, workshop, field survey, or seminar, is committed to strengthening cooperation of participants in the field of JFM pilot. In particular, for formulating JFM agreement underlying forest activities conducted by forest user, the project offers information and advice from various technical and professional view points. - Support forest user organization The project believes to be group basis is more effective due to the viewpoint of improving the efficiency and sustainability activities by the organization of the user rather than each individual user. In Kyrgyzstan, a “Jaarmat” system for facilitate the grouping of individuals that share common interests and objectives in the same community is provided. In addition, a NPO or cooperative system has been also developed and co-organization. Therefore, the project provides information and the facilitation service when the forest user organize forest group in accordance with the public system. - Support seedling supply / nursery preparation Planting of fruit trees and fast-growing tree has become one of the main components of forest activities in each JFM pilot. When expanding the tree-planting activities, the seedlings supply is essential. The project through the support of nurseries development has contributed to ensure the seedlings which are required by forest user in tree planting activities. - Support basic infrastructure construction The project prepares the required infrastructure for the activities expand for keeping and ensuring the forest user's motivation and interest in order to promote forest activities such as reforestation. Therefore, the project has been supporting basic infrastructure construction such as bridges and water supply facilities which is depending on the needs of each JFM pilot. - Other technical assistance In addition to the above support, the project has implemented technical assistance of contribute to promote of forestry activities on JFM pilot. The project implemented technical trainings for the development of simple geographic techniques using the handy GPS in 2009 under the guidance of short-term experts who invited from Japan. Trainees study the GPS technique in the project area, and the project edited and published the GPS guidelines. In the autumn of 2010 and spring of 2011, the project also invited the nursery management as the short-term experts from Japan, conducted technical training on nurseries around the each pilot, and created a nursery manual. The others, the project invited the short-term expert of the forest disease & insect and the expert of the fruit cultivation in 2010 and 2011.

  • Purpose of each JFM pilot

Variety contents and procedures of the JFM pilot depend on the conditions of each pilot. For clarify the purpose of the activity, tentatively, the project classified and arranged by the purpose of JFM pilot activity as follows. For the purpose of listed with this classification on JFM pilot, the project evaluate and consider the purpose for project’s reasonability of the project implementation. JFM itself does not intend to limit its purpose or formation. In addition to these, the project considered JFM may be a variety of purposes and formation depending on the actual facts of the region.

JFM extension

  • Create JFM guidelines

The second half of the project period, the contribute project to spread out of JFM activities by accumulated the practical experience of joint forest management from JFM pilot activities. The main activity is creation the JFM guidelines. The project would like to make JFM guidelines covering institutional, legal, and technology manual which should be understood on the case make joint forest management in Kyrgyzstan based on various lessons and practices obtained through JFM pilot activity. The JFM guideline has been expected important role as the dissemination activities for not only the project target area but also the nationwide. Activities of the project can be classified into practice and dissemination of joint forest management. JFM guidelines based on practice experience and learned lessons will be utilized as the core of the dissemination activities, become the most important deliverables.

  • JFM seminar

For the JFM extension, while creating the JFM guidelines, the project wants to hold JFM seminars in various areas for widely shared the experience gained by the practice of JFM pilot with stakeholders in order to provide an opportunity to explore JFM more appropriate. Implement plan is to the leaders of joint forest management in the future such as foresters, local officer, and local residents of Chui and Issyk-Kul state as the project target area of county units (Chui state: 8 county, Issyk-Kul state: 5 county). JFM seminar will be conducted not only in the second stage of the project but also appropriate time during the JFM pilot implementation. In fiscal year 2010, the project would like to share and exchange information and learned achievements lessons with local officials in the first JFM pilot project Jangpahta.
